It must first demonstrate that it meets a number of conditions, including water and air pollution control.

Less than a week after it was approved, Tesla has started sending emails to German customers who ordered the Model Y asking them to complete their orders, media reported. The emails ask customers to choose a delivery location and fill in their payment method, and the orders show that the delivery date is still an estimated March 2022 date.
