According to the latest report, Samsung Electronics only overseas memory production plant, China’s Xi’an NAND Flash plant No. 2 has recently completed expansion and put into operation.
It is reported that the factory is Samsung’s only memory chip factory outside of South Korea. Through this expansion, Samsung Electronics’ NAND flash memory production capacity will account for more than 10% of the world market.

Moreover, the first phase of the Xi’an Samsung Semiconductor project started construction in September 2012 and was completed and put into operation in May 2014. The total investment increased from the planned $7 billion at the time of construction to the actually completed investment of $10.87 billion, of which the flash memory chip project investment of 10 billion US dollars, packaging, and testing project investment of 870 million US dollars.
Furthermore, on August 30, 2017, Xi’an Samsung Semiconductor invested 7 billion US dollars to build a 12-inch flash memory chip phase II project in Xi’an High-tech Zone, and built a new flash memory production line. In December 2019, the company decided to invest another $8 billion to expand the second phase of the project to increase production and product iterations.
It is reported that Samsung Electronics, SK Hynix, and other major Korean semiconductor factories have set up factories in China, and the production volume accounts for half of the entire semiconductor factory.
Samsung Electronics established the production of NAND Flash memory chips in Xi’an, China, with a monthly production capacity of 265,000 12-inch wafers. SK Hynix is also considering relocating important production lines to local production in China.
