In February 2020, the Ukrainian government released an app Diia, the goal is to fulfill Zelensky’s campaign promise: to eradicate bureaucracy and digitize key government departments.

During the current war, the Ministry of Digital Transformation has launched a new feature in the app called E-Enemy, which reports to the military when it detects Russian troops.
“Any user can help our military discover the Russian military. Report to the armed forces using a chatbot,” the Ministry of Digital Transformation said in a March 10 update note.
Videos of the Russian-Ukrainian conflict are ubiquitous on major social platforms, and the Ukrainian military relies on intelligence gathered from these platforms to detect Russian troops.
Moreover, the Ukrainian Ministry of Internal Affairs even developed a preview chatbot to gather intelligence on Russian military marches through Diia. Ukrainian intelligence gathered on Telegram helped Ukrainian troops discover and destroy a Russian military convoy near Kyiv.
According to Ukraine’s Ministry of Digital Transformation, Diia requires users to authenticate their identities through an e-passport system, which helps ensure that Ukrainians and not Russian-developed robotic software are sending intelligence. Ukrainian officials also want Diia to document what Russian troops are doing inside Ukraine.
