In mid-April this year, VimpelCom (Beeline brand) received a large batch of equipment from China’s Huawei. The equipment sold for about $15 million, according to RBC interlocutors familiar with the terms of the contract.
According to two sources, the supply talks were lengthy: the contract was completed by February 24, but obligations must be met when sanctions were imposed on Russia, so questions arose about its possibility.
On February 25, the U.S. Department of Commerce’s Bureau of Industry and Security issued a clarification that applications for the export, re-export, or transfer of goods to maintain civilian telecommunications infrastructure will be excluded from this rule. However, decisions will be made on a case-by-case basis, depending on whether such supplies benefit the Russian government or the defense sector.
